Third-party services for construction products
To ensure conformity of production with the applicable technical specifications, manufacturers are in some cases required to involve independent third-party bodies, such as testing laboratories, inspection or certification bodies, before affixing the national conformity mark Ü or the CE marking to their construction product.

At a national level, the relevant provisions are laid down in the Building Codes of the federal states and the associated provisions. The applicable conformity confirmation procedure is defined in the Administrative Provisions – Technical Building Rules (VV TB), Part C.

With regard to the European Economic Area, the applicable system of assessment and verification of constancy of performance (AVCP system) is determined by the European Commission through a delegated act. The relevant system(s) is/are indicated in the harmonised product standards and European Assessment Documents under the Construction Products Regulation (Regulation (EU) No 305/2011).

In Germany, institutes and organisations wishing to offer third-party services related to construction products need either

  • a recognition in accordance with the Building Codes of the federal states or
  • a notification as a testing laboratory or certification body ('notified body' or NB for short) under the Construction Products Regulation

DIBt is responsible for recognising or preparing the recognition of independent third party bodies in accordance with the Building Codes of the federal states. The Institute has also been designated by Germany as the national notifying body for testing laboratories and certification bodies under the Construction Products Regulation. DIBt's responsibility as a recognition and notification authority also includes monitoring the relevant bodies.
