Asphalt sealing layers in SFH facilities
Mastic or roller-compacted asphalt sealing layers are used in storage, filling and handling facilities for substances hazardous to water (SFH facilities) to create load-bearing, liquid-tight, sealed surfaces. The sealing ensures that no substances hazardous to water can escape into nearby bodies of water. It thus makes an important contribution to facility-based water protection.
Regulatory framework
Asphalt sealing layers in SFH facilities for substances hazardous to water fall under the Ordinance on the determination of the suitability of construction products and construction techniques under water law by means of verifications in accordance with the Building Codes of the federal states (WasBauPVO) and under the Ordinance on facilities for handling substances hazardous to water (AwSV).
DIBt grants national technical approvals (abZ) and/or general construction technique permits (aBG) for these products and construction techniques, confirming that both the construction and the water law requirements have been met. The products and construction techniques are thus deemed to be suitable in accordance with Section 63 of the Water Resources Act (WHG).
Please also note the applicable provisions of the federal states following MVV TB, B 4.1 'Technical requirements for stationary systems and system parts used in storage, filling and handling facilities for substances hazardous to water'.
National procedure
A national technical approval (abZ) and/or oder general construction technique permit (aBG) is granted upon application (see Model Building Code (MBO), Sections 16a(2) and18(2) and (4)). This also applies to amendments and supplements to, or renewals of existing approvals and/or construction technique permits.
No formal requirements apply. The following information is needed: name and address of the applicant, description of the product and/or construction technique and its field of use or application, type of decision required (new decision, amendment or supplement to, or renewal of, an existing decision).
