Leak detection systems for double-skin tanks or double-skin pipes
A leak detection system is used to monitor the tightness of both the primary and the secondary skin of a double-skin tank or pipe within the meaning of water legislation. For this purpose, any deviation from the initial working pressure of the interstitial space is detected (vacuum or positive pressure). If the specified tolerance range is exceeded, a signal is triggered. The interstitial space can also be monitored using a liquid as leak detection medium instead of air/gas.
Regulatory framework
For leak detection systems not covered by the harmonised part of DIN EN 13160, the Administrative Provisions – Technical Building Rules of the federal states (VV TB) apply. Compare the common model: MVV TB, C 2.15.24 and C 2.15.25.
DIBt grants national technical approvals (abZ) for leak detection systems that significantly deviate from these Technical Building Rules, usually in combination with a general construction technique permit (aBG) for the application.
The national technical approvals/general construction technique permits for these products and construction techniques confirm that both the construction and water law requirements have been met. The products and construction techniques are thus deemed to be suitable in accordance with Section 63 of the Water Resources Act (WHG).
National procedure
A national technical approval (abZ) and/or oder general construction technique permit (aBG) is granted upon application (see Model Building Code (MBO), Sections 16a(2) and18(2) and (4)). This also applies to amendments and supplements to, or renewals of existing approvals and/or construction technique permits.
No formal requirements apply. The following information is needed: name and address of the applicant, description of the product and/or construction technique and its field of use or application, type of decision required (new decision, amendment or supplement to, or renewal of, an existing decision).
