Sealing systems made of concrete in MSS and biogas facilities

To create (load-bearing) surface seals in storage and filling facilities for manure, slurry and silage effluent (MSS facilities) and biogas storage and filling facilities (biogas SF facilities), liquid-tight concretes – in the form of precast systems or cast-in-place concretes – are used. The sealing system (construction technique) consists of the precast concrete elements or the cast-in-place sealing layer, suitable joint sealing systems and possibly drainage systems.

Regulatory framework

Sealing systems made of concrete in MSS and biogas SF facilities fall under the Ordinance on the determination of the suitability of construction products and construction techniques under water law by means of verifications in accordance with the Building Codes of the federal states (WasBauPVO) and under the Ordinance on facilities for handling substances hazardous to water (AwSV).

DIBt grants national technical approvals (abZ) and/or general construction technique permits (aBG) for these products and construction techniques, confirming that both the construction and the water law requirements have been met.

The products and construction techniques are thus deemed to be suitable for biogas SF facilities in accordance with Section 63 of the Water Resources Act (WHG). The construction products and construction techniques may also be used or applied in MSS facilities in accordance with Annex 7 of the AwSV.

Please note the applicable provisions of the federal states following MVV TB, A 1.2.8.6 'Fermentation silos and slurry tanks', B 4.1 'Technical requirements for stationary systems and system parts in storage, filling and handling facilities for substances hazardous to water' and C 2.15 'Construction products for stationary storage, filling and handling facilities for substances hazardous to water'.

National procedure

A national technical approval (abZ) and/or oder general construction technique permit (aBG) is granted upon application (see Model Building Code (MBO), Sections 16a(2) and18(2) and (4)). This also applies to amendments and supplements to, or renewals of existing approvals and/or construction technique permits.

No formal requirements apply. The following information is needed: name and address of the applicant, description of the product and/or construction technique and its field of use or application, type of decision required (new decision, amendment or supplement to, or renewal of, an existing decision).
